Blank sailings refer to the neutralisation of the voyage made by one (or more) vessels at the initiative of all the partners of a consortium in order to adapt the transport supply to significant declines in market demand. These declines may be predictable due to their seasonal nature (eg Chinese New Year holidays) or the consequence of a lasting unpredictable phenomenon (eg Covid-19).

We note that blank sailings currently affect several trades that concern Europe, the Far East/South-East Asia, South Asia (India/Pakistan/Bangladesh /Sri Lanka) as well as North America.

The captains of ships that call at Le Havre or Rouen must inform the Harbour Master’s Office, via a standard Maritime Health Declaration (MHD, or DMS in French), of any pathology that occurs on board. MHDs received via computer applications for managing stopovers are transmitted to the Regional Health Agency (ARS). It is then the ARS that decides what action to take: medical visit ashore; cabin confinement; sending a specialist team onboard; refusal to allow the vessel entry. All the necessary information is posted on the HAROPA website. This can range from a simple medical visit ashore, confining the sick person to their cabin, sending a medical team on board at sea, to refusing the vessel entry into port. The Harbour Master’s Office is kept informed of the arrangements ordered by the ARS and the instructions to be given to those who have to operate on board. The maritime and terminal officers who receive the vessels will also be informed of the instructions given by the ARS, as well as the various vessel services.
In addition to these provisions, the GPMs  of Le Havre and Rouen have an agreement with the SCMN  ambulance service of Le Havre and Rouen which provides their conditions of intervention according to the position of the ship at sea or at the dockside (for taking care of one or two persons maximum). This agreement allows us to either transfer a medical team on board while the ship is at sea, to analyse a suspect case at the request of the ARS, or when the ship is docked, to allow analysis by the ARS at any time, which then decides the type of intervention (sending a specialist medical team on board, having a normal ambulance handle the situation or simple medical consultation ashore) and any protective measures to be taken.

In each of the ports of the Seine axis, business continuity plans (BCPs) have been implemented to continue receiving ships and all port operations. All services have remained operational and have been carried out in strict compliance with safety measures, in order to protect the health of all throughout the lockdown period.
